The Universities' Bargaining Team includes the following individuals, in alphabetical order of the university they represent: Chris McLaughlin (EOU), Sandi Hanan (OIT), Viki Dimick Jackson (OSU), Terrill Bartee (PSU), Alana Lardizabal (SOU), Chris Meade(UO), Judy Vanderburg (WOU), Ramon Diaz (Universities’ Notetaker), and Brian Caufield (USSE).

Chris McLaughlin:  Eastern Oregon University   

Chris McLaughlin joined Eastern Oregon University in May, 2016 as Director of Human Resources.

Chris has more than 30 years of professional human resources expertise in senior HR leadership and consulting roles for large and small organizations in multiple industries over the course of his career.  Chris has broad skills as an HR generalist with particular expertise in HR management, talent development, group facilitation, employee relations, and risk management.  Chris' labor relations experience began earlier in his career with the negotiations of labor contracts at sawmills and within the logging and transportation industries.  Chris' leadership at previous employers also has included earning the Governor's Large Employer State Safety Award and State of Oregon recognition for outstanding return-to-work programs for employees injured outside of work.

Chris earned a Bachelor's of Science degree in Forestry from Humboldt State University (California) and a Master's of Business Administration in Forest Industries Management from the University of Oregon .

Prior to joining Eastern Oregon University, Chris resided in Atlanta GA for nine years and in Oregon for 25 years including in Eugene, John Day, Bend and Portland. ​


Sandi Hanan:  Oregon Tech   

Sandi is a lifelong resident of the Klamath Falls area and began her career at Oregon Tech as a Human Resources Coordinator in 2008.  She is now the Senior Human Resources Consultant.

Sandi has a Bachelor’s degree in Applied Psychology and Organizational Development.  She is the mom to two daughters, one in 6th grade and the oldest graduating from Oregon Tech in June of 2019.  Outside of Oregon Tech, Sandi enjoys traveling with her family.  


Viki Dimick-Jackson:  Oregon State University   

Viki joined Oregon State University in 2006.  From 2006 until 2011, she served OSU both in department and business center human resources.  In 2011, she joined the employee and labor relations team in OSU's Office of Human Resources and promoted to Employee and Labor Relations Manager in 2014. 

Viki is an Oregon native, who has lived in Alaska and Washington.  She has spent much of her adult life owning and operating businesses in Oregon and Washington and serving in non-profits.  Viki attended colleges in Oregon and focused on criminal justice and business.


Terrill Bartee:  Portland State University   

Terrill joined Portland State University in 2000 as a front desk Human Resource support reprensentative and now serves as the Director of Classification and Compensation.  Prior to joining Portland State, Terrill worked with the “I Have a Dream” Foundation, a non-profit organization, charged with helping under-served youth graduate from high school and transition to college.

Terrill enjoys traveling and has been to Europe, Central America, and Southeast Asia.  In his free time Terrill enjoys basketball, soccer, reading, and backpacking.

Terrill graduated from Lewis and Clark College with a Bachelor's degree in Psychology. He is the proud father of a smart, strong, beautiful, little six year old girl.


Alana Lardizabal:  Southern Oregon University  

Alana joined Southern Oregon University as the Director of Human Resources in January 2016 and has collective bargaining experience with the SEIU Local 503 and the Association of Professors at Southern Oregon University (APSOU).  Alana has over sixteen years of human resources experience in the California State University system, serving in roles that included Payroll, Academic Personnel, Facilities Management and Planning and Human Resources at California Polytechnic State University (Cal Poly), San Luis Obispo and CSU Channel Islands. 

Alana earned a Master's of Business Administration from the University of Laverne and a Bachelor's of Science in Human Development with a minor in Psychology from Cal Poly, San Luis Obispo.  


Chris Meade:  University of Oregon   

Chris joined the University of Oregon in 2010 after spending nearly a decade working in the manufacturing industry.  Chris is currently serving as the Staff Labor Relations Manager for University Human Resources after a number of years as a manager in Campus Planning and Facilities Management administering the SEIU collective bargaining agreement.  He is currently responsible for three labor contracts at UO: SEIU, UOPA, and Teamsters.

Chris graduated from the University of Oregon with a Bachelor's degree in Business Administration.  Outside of work, he enjoys playing hockey, golf, and spending time with his wife and two young boys.


Judy Vanderburg:  Western Oregon University   

Judy is the Associate Vice President of Human Resources at Western Oregon University.  She began her career at WOU in 1981 as a secretary in the graduate office.  After spending time in the Provost’s Office, Judy opened the very first HR office at WOU in 1999.  She has served on the SEIU bargaining team since 1999, and has served as lead negotiator one time.  Judy enjoys working with the other six campus representatives from management and union.

Judy is a lifelong Oregonian and has an Bachelor's degree from WOU in Organizational Psychology and Business, and a Master’s degree (also from WOU) in Educational Information Technology.  Judy enjoys spending time off with her husband and 2 dogs.


Ramon Diaz:  Notetaker 

Ramon joined Portland State University in 2013 as the Director of Employee & Labor Relations.  He has over 20 years of Human Resources experience in the public and private sector, starting out as a corporate trainer and transitioning to public education with the Saipan public school system and the Portland Public Schools immediately prior to joining PSU.

Originally from Saipan, Ramon is has a Bachelor’s degree from Western Oregon University in International Affairs and a Master’s degree in Education from the University of Hawaii.

Ramon enjoys family time with his wife and four kids outside of work, and the reside in Gresham.


Brian A. Caufield:  University Shared Services     

Brian transitioned from the Oregon University System's Office of General Counsel to the University Shared Services Enterprise in April, 2014 as the Director of its newly created Labor Relations Services.  Prior to moving to Oregon, Brian worked at Fox Rothschild LLP, a nationwide law firm, where he represented employers in all aspects of labor relations and was named a leading Labor and Employment Attorney in New Jersey by Chambers USA.  Brian began his legal career as a Field Attorney with the National Labor Relations Board.

Brian’s labor relations experience includes collective bargaining negotiations, arbitrations, union representation petitions, unfair labor practice investigations and hearings, trials before administrative law judges, and oral arguments before the second highest court in the Nation.  Brian’s non-legal career included serving as President of labor union, adjunct professor, and working game nights for the public relations department of the National Basketball Association’s New Jersey (now Brooklyn) Nets.

Brian is a native of the East coast, coming to Oregon by way of Pennsylvania.  He is licensed to practice law in New Jersey, New York, Oregon and Pennsylvania.
